The sim card i ordered NEVER ARRIVED

I ordered a Sim card 15 Days ago,the SIM card delivered and a totally different address in a city 520 km far and when a called the local post company to ask an explanation and gave the tracking number they sent me,they told me that te parcel either arrived in a totally different address in another city,or the tracking number they sent me was for another parcel,and as a result the parcel never arrived at home.I hope this problem will be fixed and this whole procedure is not a scam!!
